Update
Twilio are currently investigating performance issues affecting voice services in the US2 region. Twilio's upstream provider has identified that the issue stems from a loss of IP addresses for certain hosts during a recent maintenance event. While most traffic is being automatically rerouted and voice services remain operational, some customers may experience degraded call performance, intermittent call setup failures, or brief connection delays. Twilio's engineering teams are actively working on a resolution and we expect to provide the next update within 1 hour or as soon as more information becomes available.
