Twilio are seeing recovery in the issue where saving Video Recordings would fail when Room names contained Unicode characters. Twilio have implemented a fix and is currently monitoring service stability to ensure a full recovery for all new recordings. We will provide another update in 30 minutes or as soon as more information becomes available.
